The Bureau of Labor Statistics (BLS) Civilian Unemployment measure is a monthly estimate of the number of people aged 16 years and older who are unemployed in the civilian noninstitutional population. The civilian noninstitutional population excludes members of the armed forces, people in correctional facilities, nursing homes, and other institutions, and people under 16 years of age. To be counted as unemployed, one must have actively looked for work in the past four weeks¹. The Civilian Unemployment measure is based on a survey of about 60,000 households, called the Current Population Survey (CPS), which is conducted by the Census Bureau for the BLS².
Civilian Unemployment was **7.1 million** in April 2023, down by **62,000** from March 2023³. The Civilian Unemployment measure is different from the Nonfarm Unemployment measure, which is based on a survey of about 666,000 worksites and covers workers who are not employed by the Federal Government or other sectors⁴. Nonfarm Unemployment was **6.9 million** in April 2023, down by **62,000** from March 2023⁴.
